Packer underwear

My 12 year old FTM son Lucas asked me to buy him packer underwear which I did. Now he asked me to find out how to use them. They are just like boys underwear but with a deep pocket. He thought it would arrive with some packing, hence the name “packers” and I said maybe you just stuff it with toilet paper, which brought laughs but it was one of those “seriously Mom?” moments. Does anybody know? He thought the packer underwear would be a step up from wearing a menstrual pad when he’s not having a period. He is more comfortable with padding “down there” and I have brainstormed but before I make a custom felted underwear pad I wanted to reach out and see what others have done.
